«Northern» pension when moving to another region

Annually, hundreds of inhabitants from settlements of the Far North perform the internal migration to the cities of Russia with the milder climate. In this case, a reasonable question arises: is the “Northern” pension kept when moving to Moscow, Rostov or Perm? We’ll review this matter covered by the legislation and answer top-5 questions in this article.

Question 1: what is the pension for the northern residents during relocation?

Let’s review regulatory acts in force. As the federal Law “On retirement pensions in the Russian Federation” No 173-FZ dated 17.12.2001 states, pensioners from wicked climate regions lose some benefits at the domicile change. Namely, the “Northern” supplementary pension is canceled at the relocation (this refers to regional coefficients), and the payment amount shall be determined by Clauses 205 of Article 14. In case of the full qualifying period, northern residents are entitled to require for the increased fixed payment regardless of their residence in this moment.

Question 2: what is the coefficient of relocation from the Far North regions for pensioners?

A short time ago, in 2014, the law attaching the right of the northern pensioners on the compensation of expenses associated with the relocation to a new permanent place of residence in the Southern regions.  

Question 3: who is included in this program?

The following persons may claim a single compensation to the pension at change of domicile: 

• pensioners that aren’t currently working and receive the retirement pension (social security payments);
• members of the pensioner’s family, if a pensioner has the work record in the North (if they are dependents).

Attention!

• Only persons leaving the Northern regions not earlier than May 16, 2013 have a right on the compensation of expenses, caused by the relocation from the North. Otherwise, you should appeal to a court in order to receive the compensation.
• If you are arriving from the Far North regions to a locality equated to them, you haven’t a right for the compensation of expenses.

Question 4: how to receive the compensation for expenses related to relocation?

1. First of all, you should contact the last place of work (in the Northern territory) and request for a document confirming that you haven’t received the compensation from an employer.
2. Then, you should cancel the registration in the previous place of residence (in the Northern regions) and register in a settlement, where you have arrived.
3. After pensioner’s relocation to another region and official registration, you should register in local authorities of the Pension Fund of the Russian Federation. You should submit to these authorities an application on your intent to be a participant of the State-run program of relocation. Attach a document from an employer (refer to Clause 1) to an application.
4. A single payment of money (its amount directly depends on the fact, how much money is spent for traveling) shall be performed by the Federal Budget. 

The sooner you submit documents to a new place of residence, the sooner you receive the compensation and pension accordingly. As a rule, an application is processed not more than one month.

Question 5: can I receive the allowance for the relocation to another region in advance? 

No, you can’t, it is impossible to receive the compensation just before the relocation. First, all relocation related expenses shall be incurred by a pensioner. You should keep all documents for reporting: tickets for a train or plain, payment receipts for luggage up to one ton per each member of your family, etc. Note that special requirements are provided for transport types. So, repayment of money for buying a ticket in a coupe, etc. may be rejected for you.
